Bill No. 7403-d, adopted by the Verkhovna Rada, is a "half-measure"

According to the comments of the Deputy Chairman of the All-Ukrainian Agrarian Council (SAR) Mikhail Sokolov on the decision of the Verkhovna Rada, the bill No. 7403-d is a "half-measure". Recall that this decision, the Verkhovna Rada repeals the rules on non-reimbursement of VAT for producers who independently export rape and soybean crops for export (abroad).As M. Sokolov explained, VAT refunds are only possible to those farmers who independently grow crops for export, which is unfair to small producers. They will not be able to supply large quantities of products. For large producers, the bill is a double victory. They will not only be able to sell their product at world market prices, but also make purchases from small farmers at a lower cost. In the long run, there are medium-sized farms that will be able to export grown crops.Parallel with document No. 7403-d, the Verkhovna Rada was considered and the second document - No. 7403-2. Many producers of agricultural products insisted on its adoption. Despite the fact that this bill was supported by 15 regional councils, all major associations, international institutions and many people's deputies, in the parliament, he collected only 110 votes. The lack of sufficient votes influenced the fact that the bill was never adopted.
